A Good Start: The House Health Care Reform Bills

"The House of Representatives will soon consider a major package of health care bills. The package, if enacted, would significantly improve the functioning of America's health insurance markets and establish a solid foundation for further transformation of America's health care system." The health care package consists of three major proposals: The first plans to establish association health plans. The second aims to "foster interstate commerce in health insurance, enabling individuals and families to buy health insurance across state lines. The third would extend federal funding for health insurance pooling demonstrations and programs, including high-risk pools." Nina Owcharenko is a senior policy analyst for health care at The Heritage Foundation's Center for Health Policy Studies
