"The Project provides periodic updates on humanitarian
issues in Iraq, with a particular emphasis on civilian displacement.
In recent months, urban warfare, or the “surge,” has become a significant
factor in the displacement crisis. As control decentralizes, it
has become more difficult for humanitarian organizations to provide
assistance, and assessing the situation has become more dangerous."
Elizabeth Ferris is Senior Fellow and Co-Director of the Brookings-Bern
Project on Internal Displacement. Matthew Hall is the research assistant
of the program.
