"In his January 2003 State of the Union Address, President Bush called for the U.S to commit $15 billion over five years to address the international HIV/AIDS epidemic. More recently, in May, 2007, President Bush called for the reauthorization of the President’s Emergency Plan for AIDS Relief (PEPFAR) with a doubling of funding, asking Congress to authorize an additional $30 billion over the following five years. With such a large figure now before the Congress, the issue of U.S. leadership in the fight against the AIDS pandemic has taken on unprecedented -- and very public -- proportions." John W. Dietrich is an assistant professor of political science at Bryant University.
