Wheeler uncovers and reviews key trends, including the relative paucity of Obama’s nominees, higher hearing and confirmation rates for Obama’s nominees, longer times for Senate action on Obama’s circuit nominees, and demographic differences between the two sets of nominees."
Russell Wheeler is a visiting fellow in Governance Studies at the Brookings Institution and president of the Governance Institute.
