"Medicare is the third largest program in the federal government after defense spending and Social Security. It will soon become the largest program, absorbing an ever-increasing share of the budget and national income. While the basic facts about Medicare are not new, what is new and encouraging is the growing recognition that Medicare is unaffordable in its current form and must be fundamen­tally reformed."
