"Any undue pressure to speed up naturalization processing before the 2008 national elections would likely repeat the failures of the 1996 Citizenship USA (CUSA) program. Instead of pressing for short-term action, Congress and the Administration should think seriously about long-term reform that will allow U.S. Citizenship and Immigration Services (USCIS) to accommodate the demands of the future." James Jay Carafano, Ph.D., is Assistant Director of the Katryn and Shelby Collum Davis Institute for International Studies and Senior Researcher Fellow for National Security and Homeland Security in the Douglas and Saral Allison Center for Foreign Policy Studies at the Heritage Foundation.
